Hilea Stream Bridge

Project Overview

The Central Federal Lands Highway Division of the Federal Highway Administration in cooperation with the Hawaii Department of Transportation is developing a project located on the Mamalahoa Highway, Route 11, at M.P. 57.7, the Hilea Stream Bridge, on the Island of Hawaii.

A Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) has been prepared pursuant to HRS Chapter 343 (as amended), and Hawaii Administrative Rules Title 11, Chapter 200. The Hilea Stream Bridge is located on the Mamalahoa Highway (Route 11), mile post 57.7, in the Kau District. The project improves the safety and reliability the timber bridge, through rehabilitation or replacement, addressing bridge width, load capacity, bridge railing and transitions.

Update 5/1/19

Construction
HDCC has completed construction of both bypass bridges. Hilea bypass was opened to traffic on March 27, 2019; while Ninole bypass was opened to traffic on March 28, 2019.

HDCC is initiating remaining clearing and grubbing operations on the Makai side of each bridge. Grading operations and demolition of the existing bridges will immediately follow clearing and grubbing.

Relocation of Hawaiian Telcom and Spectrum telecommunication poles and transmission lines are completed at both bridges. Relocation of HELCO utilities will be coordinated in the next 2 – 4 weeks.

Traffic Management
HDCC transitioned public traffic to bypass bridges on 03/26/19 and 03/27/19. Appropriate TTC signage, pavement markings, and devices have been installed according to the accepted Traffic Control Plan and MUTCD. The speed limit at each bypass is reduced to 25 MPH.

Update 2/1/19

Construction: The project was awarded to Hawaiian Dredging on April 9, 2018. The project Notice to Proceed was issued on October 11, 2018. With a contract duration of 336 days from issuance of Notice to Proceed, the contract completion date is September 12, 2019. The contractor has mobilized to the project site, initiated clearing operations, and is currently working on the construction of a bypass road.
