Project Overview

The Central Federal Lands Highway Division of the Federal Highway Administration in cooperation with the Hawaii Department of Transportation is developing a project located on the Kuhio Highway, Route 56, near M.P. 10, the Kapaa Stream Bridge and Mailihuna Road intersection, on the Island of Kauai.

A Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) has been prepared pursuant to HRS Chapter 343 (as amended), and Hawaii Administrative Rules Title 11, Chapter 200. Island of Kauai, HI

The proposed project is located on the Kuhio Highway (Route 56) near mile post 10. The project would improve the safety and reliability of the Kapaa Stream Bridge, through rehabilitation or replacement, addressing bridge width, load capacity, bridge railing and transitions, and bridge approaches. The project also proposes to improve the highway intersection at Mailihuna Road, which would include roadway widening, lighting, signing, pavement markings, drainage, traffic signal installation, and other improvements.

Update 6/1/2018

The project design is progressing with completion of the 95% contract documents scheduled for June 2018. Project funding for construction of this project has been secured with solicitation expected to be issued in November 2018.

Update 4/1/18

Environment: The final EA FONSI is available for download by accessing the “All Documents” tab on this webpage.

Project Development: The 70% complete design plans and specifications are completed and under review which include the design for a roundabout configuration at the Mailinhuna Road & Kuhio Highway intersection. The project team will begin preparation of the 95% complete design upon completion of the 70% review.

Right of Way: Coordination for Right of way acquisition is currently underway with affected landowners.

Utilities: Coordination is underway with the utility agencies to prepare agreements for temporary and permanent relocations.

Construction: Funding has been identified for this project. The project solicitation is planned for issuance in the Fall of 2018.

There is no new information to share at this time.

Update 2/1/2018

The project environmental compliance has been completed. The project team is now working to finalize the design plans/specification, secure adequate rights of way, and complete utility agreements, in preparation of contract advertisement. This project is scheduled for advertisement in November 2018.
