The Central Federal Lands Highway Division Federal Highway Administration and the State of Hawaii Department of Transportation, Highways Division propose the construction of a road to improve cross-island transportation. The proposed Saddle Road Extension would link the newly realigned Daniel K. Inouye Highway (formerly Saddle Road) at the Mamalahoa Highway to the Queen Ka`ahumanu Highway at or near Waikoloa Beach Road. The purpose of the project is to further develop this inter-regional capacity and connectivity link by considering various alternatives and their impacts, including the no-build scenario, through the environmental impact statement process. Secondary and supporting purposes to this primary goal are to: (1) Improve the efficiency and operational level of traffic movement between East Hawaii and West Hawaii in general; and (2) support the unique modal needs along this corridor, such as commercial and military transportation uses.

A Draft Environmental Impact Statement (EIS) has been prepared pursuant to the National Environmental Policy Act, HRS Chapter 343 (as amended), and Hawaii Administrative Rules Title 11, Chapter 200. The forty five (45) day public comment period for the Draft EIS closes on June 7, 2017. No additional comments will be accepted after this date.

Update 7/1/17:

The public comment period for the Draft Environmental Impact Statement has closed. The project team is currently reviewing, analyzing, and preparing responses to comments received.

Update 6/1/17:

A public hearing on the Draft Environmental Impact Statement (DEIS) occurred on May 17, 2017 at the Waikoloa Waikoloa Village Elementary and Middle School. The purpose of the meeting was to seek public input on the proposed project. See “other documents” tab on this webpage for more information on what was presented at the public hearing.

The public comment period on the DEIS closes on June 7th, 2017. Please direct comments to the following:
