HI STP SR 560(1) WAINIHA STREAM BRIDGES NOS 1, 2, and 3

Project Overview

The Central Federal Lands Highway Division of the Federal Highway Administration in cooperation with the Hawaii Department of Transportation is developing a project located on Kuhio Highway (Route 560) between mile post 6.4 and 6.7 near the mouth of Wainiha Stream before it feeds into Wainiha Bay on the island of Kauai. The purpose of the project is to replace three temporary bridges with permanent structures. The proposed project includes the replacement of three temporary bridges on Kuhio Highway (Route 560) on the north shore in the Hanalei District. The bridges are located between mile posts 6.4 and 6.7 near the mouth of Wainiha Stream before it feeds into Wainiha Bay. The original bridges at these three locations were replaced with temporary prefabricated, modular (ACROW) bridges after Bridge #2 suffered permanent damage and Bridges #1 (the southern-most bridge) and #3 (the northern-most bridge) were determined to be structurally deficient.

The ACROW bridges were installed as a temporary measure to keep the roadway open to residential and public traffic until environmental clearance and funding for the permanent structures could be secured. There are three load-restricted bridges that cross Waioli, Waipa, and Waikoko streams (located at MP 3.39, MP 3.9, and 4.22, respectively) that must be crossed to access the Wainiha Stream bridges. These bridges may be unable to accommodate construction loads, and alternatives such as temporary bridges or supplemental supports will be studied to provide for construction access.

A Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) has been prepared pursuant to HRS Chapter 343 (as amended), and Hawaii Administrative Rules Title 11, Chapter 200. The document is available for download by clicking All Documents on the left side of this page.

The project team is working to secure adequate right (right of way) to construct the project with affected land owners. Additionally, coordination with affected utility owners continues to progress. Construction funding has been secured for this project. The project is planned to be competitively bid in late Fall /Early winter 2019 through Request for Proposal to previously awarded Multiple Award Task Order Contracts.
