Blue Ridge Parkway 2D17 and 2A16 Environmental Assessment

Project Description

The National Park Service (NPS), in cooperation with the Federal Highway Administration (FHWA), are preparing plans for bridge and roadway improvements on the Blue Ridge Parkway (BLRI) associated with two projects, known as BLRI 2D17 and BLRI 2A16. The projects would rehabilitate/replace a total of four bridges, each of which dates to the original 1930’s construction of BLRI. The four bridges are as follows:

  • BLRI 2D17 (Ashe County, NC)
    • Laurel Fork Bridge, Structure 5140-159P, Milepost (MP) 248.9
  • BLRI 2A16 (Alleghany County, NC)
    • Big Pine Creek Bridge #3, Structure 5140-077P, MP 223.78
    • Big Pine Creek Bridge #6, Structure 5140-080P, MP 224.7
    • Brush Creek Bridge #1, Structure 5140-081P, MP 227.45

  • Each of the four bridges was inspected by FHWA engineers and deemed to be structurally deficient. NPS/FHWA propose replacement or rehabilitation of the bridges to conform with current roadway design and safety standards. The project would preserve the historic character, roadway alignment, roadway features, and adjacent natural areas to the greatest extent possible.
    In Accordance with the National Environmental Policy Act (NEPA), NPS and FHWA are preparing an Environmental Assessment (EA) that will address impacts associated with two projects. The EA will be prepared in compliance with NEPA and the National Historic Preservation Act (NHPA) and will address the project background, the need for the proposed actions, environmental issues associated with the projects, potential impacts resulting from the alternatives considered (including the No Action alternative), public involvement, and government agency coordination.
