Eligibility: Cause of Damage

Damage resulting from either a:

1. Natural disaster over a wide area, such as by a flood, hurricane, tidal wave, earthquake, severe storm, or landslide

   Note: ER funds are not intended to supplant other funds for correction of preexisting, non-disaster related deficiencies. (23 CFR 668.105)

2. Catastrophic failure from any external cause.

   Note: The failure must not be primarily attributable to gradual and progressive deterioration or lack of proper maintenance. The closure of a facility because of imminent danger of collapse is not in itself a sudden failure. (23 CFR 668.103)
